The Guidelines are aimed to inform and facilitate global, regional, and national actions by the WMO and its Members towards proactive engagement between the public, private and academic sectors, and all stakeholders, which would result in better service to their governments, economy, and citizens. The Guidelines outline and promote principles aimed at maximizing the benefits of an inclusive weather enterprise approach.

The purpose of these guidelines is to promote the implementation of the policy of broadening and enhancing the free and unrestricted international exchange of Earth system data through better sharing of data between the public and private sectors. The guidelines are based on the understanding that the application of the free and unrestricted principle depends greatly upon sound, fair, transparent, and stable relations between these two sectors.

The demand for weather and climate forecast information in support of critical decision-making has grown rapidly during the last decade and will grow even faster in the coming years. Great advances have been made in the utilization of predictions in many areas of human activities. Nevertheless, further improvements in accuracy and precision, higher spatial and temporal resolution, and a better description of uncertainty are needed for realizing the full potential of forecasts as enablers of a new level of weather and climate-informed decision-making.
Summary Report of the Second High-Level Session of the WMO Open Consultative Platform (OCP-HL-2) (26-27 May 2021)
The Second High-Level Session of the OCP (OCP-HL-2) was held on 26 and 27 May 2021. The discussions were around two themes: (1) the future of weather and climate forecasting, and (2) the future evolution of NMHSs and stakeholders. This report summarizes the main perspectives and recommendations arising from the OCP-HL-2 discussions. The report will be used as a reference by all the stakeholders in global weather and climate enterprise to understand challenges and drivers for change as well as form common visions and collaborative efforts.
WMO Open Consultative Platform White Paper #2 - Future of National Meteorological or Hydrometeorological Services: Evolving roles and responsibilities: Part I - White Paper #2, Part II - Compilation of the PPE WP2 (WMO- No. 1294, 2022); Press release on 22 June 2022
This OCP White Paper on the Future of National Meteorological or Hydrometeorological Services - Evolving Roles and Responsibilities has been produced as a collective endeavour of a group of world-leading experts to analyse tresnd, challenges and opportunities in a dynamic envinronment. It is focused on evolving roles, responsibilities, operational scenarios and partnerships mechanism that define the future and work of NMSs as national institutions and key participant in the global weather, climate and water ecosystem of stakeholder. The primary objective of this papers is to inform key decisions on the future development of NMSs, consider risk, apportunities and scenarios for the foreseen institutional, technological and operational changes, and enable better governance choices to mititgate possible negative impacts. Another objective of this papers is to help set direction for WMO in its strategic planning process, with the recognition that NMSs play a decisive role for achievement of long-term goals and strategic objectives.

The Open Consultative Platform (OCP) fosters the open, constructive, and participatory process to identify the grand challenges facing the weather climate and water enterprise; toward the protection of life and property from disasters and improvement of quality of life. It is a continuous and dynamic process - for each theme/challenge, relevant communities of practice are invited to exchange views and experiences and collaborate in formulating a concerted position, which are documented in respective White Papers (WPs) in accordance with the working methods in the Joint Statement of High-level Round Table (OCP-HL-1), endorsed in June, 2019.
The main objectives of the WPs are to analyse the key issues of today’s enterprise and their expected evolution under various scenarios in order to help stakeholders understand the dynamic landscape in which many need to make strategic choices for future development and investments. The importance and value of such WPs will be sought by consolidating ideas and visions of lead experts from different sectors; forming guidance to the WMO Members and the weather enterprise stakeholders.

Second High-level Session of the Open Consultative Platform (OCP-HL-2) (May 2021): The theme of day one was the Launch of the first OCP White Paper on Future of Weather and Climate Forecasting (vision 2030+).
The Second High-level Session of the Open Consultative Platform (OCP-HL-2) was held on 26 and 27 May 2021 as an online event (Two-day online; 1.5-hour per day). The session discussed progress in thematic areas identified as “grand challenges” at the High-Level Round Table (OCP-HL-1). The Session focused on two of the five themes of common concern for the stakeholders from all sectors identified at OCP-HL-1: A) the future of weather and climate forecasting, and B) the evolving roles and responsibilities – the future of the National Meteorological and Hydrological Services. The discussions support the building of a common vision of the weather and climate community with horizon 2030 and beyond.

Third High-level Session of the Open Consultative Platform (OCP-HL-3) (June 2022):
The OCP-HL-3 was conducted in the form of a panel discussion with the participation of WMO President, WMO Secretary-General, WMO Executive Council members, executive officers of private companies and known scientists. The event was open to audice online and panelist were taking questions from audience in both on the venue and trough Zoom. The purpose of the evente includes: To launch the second OCP White Paper (WP#2) "Future of National Meteorological or Hydrometeorological Services - Evoling Rolges and Responsibilities" and reach all stakeholdes with key messages in WP#2 to inform their future decisions on institutional, technological and operational changes; to urge actions in improving elgislation, increase data sharing, uptake of science and technology advancement, adapte operating models, develope capacities and othery keys aspects which will influence their evolving roles and responsibilities and; to collect feedback and views of stakeholders on the theme for future activities.
